Yes, I have done 10's of thousands of 7.62x54 over the years. The only thing that is not relodable is rimfire's like 22's. If it's a modern centerfire cartridge it can be reloaded.

The surplus ammo uses a berdan (sp) primer you need to use a special de-capping tool. But other than that, go for it.
P.S. The surplus stuff I bought was only about $0.07 a round IIRC. Hardly seems worth the trouble or cost of the dies.Veritas Vos Liberat

Yes , try using brass from s&b , some others sold empty brass from the factory but it cost a good bit , I used to buy loaded s&b ammo for 10 bucks a box but those days are over and bullets .308 in size may not work so well try .311

Agreed, berdan is very reloadable but you'll need a source of berdan primers first. You should be able to press in berdan primers using a regular priming ram, but as LMO posted, you'll need a depriming tool.
The most common is the Lachmiller type (example), which uses a swinging hook & point. It requires some finesse and adjustment, and often knicks the anvil. Also, the decapping points fracture, requiring replacement.
Hydraulic decappers are much less destructive, but aren't available as far as I can tell. All the ones I've seen were home made.
