What is the difference with LTCF and CCW? What can we do in PA with a LTCF that a CCW cant?

With a LTCF:
1. Open Carry in Philadelphia
B. Open Carry during a declared State of Emergency
thirdly, carry loaded pistols in a vehicle.

CCW= Carrying a Concealed Weapon. (permit)
Second Amendment.
The only Constitutional right that you need a permit for.

Here in FL its CCW as the license allows you to carry other lethal weapons along with firearms.

For all, the name of the license/permit means nothing. If you'll look, Pennsylvania's statutes does not give our LTCF a proper name. Only by the PSP's regulations was it given a name.
And like I said, the name means nothing. It is the statutes and lawful regulations that determines what privileges are given to the license/permit holder.
PA could have named our license as "Permit To Blow Bubbles Out Your Ass", but having the UFA to name that PTBBOYA as what allows for carrying concealed, in a vehicle, or on public domain within a City of the First Class or during a State of Emergency.
Also, "permit" and "license" mean the same thing. It is a permission slip for a regulated privilege, exempting you from the general prohibition thereof. If I remember correctly, It was Justice Story that once said, "Where the law is mute there is no law". I think that means. you can't break the law if there is no law against what your doing. Now most governments orgs strive to make everything illegal, then carve out exceptions. Once in a while they miss something but not often.
