    To be a "firearm", it has to have a barrel length. It's reasonably safe to sell rifle receivers within the state without using an FFL, although there can be questions raised if it's built into a handgun and the stories don't match. Not to mention the other issues with pushing the law to the limits of legality, if you are mistaken as to any of your factual assumptions.

    Seems it would be tough to know if a lower receiver was ever built into anything, and if it was, what it was built as. Especially since there really would be no record except being transferred through an FFL as 'other' to the original owner.

    Or if someone ever put a sig brace up to their shoulder....

    But this is what we get when Congress outsources it's constitutional duty of writing law, to unaccountable three and four letter agencies that make regulations instead.
