Is it still legal to sell a rifle face to face in Pa? Specifically in Philadelphia?

This article is from 2009 and seems to be just saying that there was an issue with the PST acting outside established law. What is PSP 'requiring' now? That an AR lower cannot be sold privately, even if never built into a complete rifle or pistol? If it was originally identified as 'other' on a 4473, how can it be either? Just trying to get it straight. I have seen many lowers for sale privately without a request/demand to go through an FFL.

To be a "firearm", it has to have a barrel length. It's reasonably safe to sell rifle receivers within the state without using an FFL, although there can be questions raised if it's built into a handgun and the stories don't match. Not to mention the other issues with pushing the law to the limits of legality, if you are mistaken as to any of your factual assumptions.

Seems it would be tough to know if a lower receiver was ever built into anything, and if it was, what it was built as. Especially since there really would be no record except being transferred through an FFL as 'other' to the original owner.
