The first Marijuana law was to apply a tax stamp.... no stamp, you go to jail. Don't recall that working very well.
Same thing with firearms. Raise their cost, improve the profits for under ground marketers, they go with the business opportunities.
The people who need firearms and ammunition as tools of their criminal trade will get straw purchasers to buy or will travel out of town to get a firearm or ammo.

This is the same city which was among the first to mandate a $15.00 "minimum wage" too.

Seattle's City Council is real big on useless gestures. They tilt at windmills because the motivation is more important than the effect of the law.

In speaking with a colleague from Seattle tonight from what he has been told, the state is already on board with the tax and will not challenge it because they do not feel it violates state preemption. I figured they wouldn't knowingly pass it if the state was going to challenge it under preemption.

Hmm, pay X + $2.50 for each 50-round box of 9mm ammo in Seattle, or drive across Lake Washington to Bellevue and just pay X. It is a conundrum indeed.

Really, lol? I guess you missed the $2 a pack cigarette tax in Philadelphia in which the state gets ZERO dollars from. What happened there? The state also gets ZERO dollars from the additional 1% sales tax in Philadelphia as well. There are countless other examples across the country.

So you're OK with the city openly defying the law? That's not problem where I live either. At my voting location you are required to produce a valid ID to vote completely against state law. It's up to the individual who believe that isn't legal to change that. Just as the individuals in Washington State will bring suit for defying preemption. Tax the 2A? What part of "shall not be infringed" is not understood? Unconstitutional on both the state and federal levels. Who's leading the charge? NRA, GOA, PAFOA?
