Here's my guess. While he was on one of his trips he stopped off at a Trap and Skeet range. Somewhere that is sunny. He fired one off for the cameras. He didn't listen to anyone's advice - "I know how to target shoot", says he. Hopped back in the "Beast" and was on his way. Probably in Hawaii while he was on vacation. If anyone notices and talks about it Obama will use that as "evidence that I do skeet regularly".

If someone is just posing, to be a poseur, all they gotta do is "look good".

Lets see, the photo was taken on film bought with taxpayers money, by a photographer paid with taxpayers money, of a POTUS paid and (cough) " elected by the taxpayers, on land and with equipment bought on behalf of the taxpayers, governed by rules written that says all pictures released by the white house cannot be copyrighted and are essentially owned by the people of the united states. If I want to wipe my ass with it, Photoshop it, and put it on the largest billboard I can afford, there's not one damn thing or action the white house can legally take. That's not to say I won't mysteriously wake up in gitmo the next morning being water boarded, but there is no legal recourse they can take. Let the photoshop games begin.

Clearly this isn't covered under the 1st Amendment, the framers couldn't have anticipated photoshop after all.
