so i'm gonna guess unless he comes to the commonwealth as a resident, he's pretty much screwed.

once he establishes a regular place to sleep in the commonwealth he's a residence. Unfortunately, as currently interpreted, he has to establish a domicile in the commonwealth so as not to be screwed.

When i moved from NJ in 2008 I registered my vehicles in my wife name and kept my NJ DL until 2013. OP can do just the opposite, Vehicles in wife name with NJ address and change HIS DL to pa with the address of the rental property. All Legal IMO just don't cross the bridge with that weapon..

Don't forget to pay your state income tax and berkheimer %age once you claim residency here. Taxes are to be paid in state of domicile. Interest and penalties can be more than the tax. Much easier to move here legit than look over your shoulder for state icome tax violations. I commuted to jersey for 38 years from the scranton area before retiring. Well worth the trip.
