    Default PA to NY State

Is it legal to have a firearm in my car safely unloaded if I drive into NY State to pick up a friend and go back into PA?

You have to treat going into New York State like going from West to East Germany during the Cold War.

That path you don't have federal transportation law protection, you're beholden to NYS laws. Not sure but I bet they have some crap like you have to go directly to a range or back if you don't have a license.

IANAL but my understanding is that they have two separate permits. The lower grade one allows you to transport your gun back and forth to a range and the other one allows you to CC. And that's after you get the permit to own a pistol.

    No, absolutely NO.

You need a NY permit to merely touch a handgun in NY let alone own or carry.

And FOPA doesn't cover such a trip.
