LEOSA and NJ?
Just curious, can off duty LEOs carry hollow points in NJ? Also magazine limits by state laws are applied to off duty LEOs too, right?

Yes, in 2010 the HP issue was resolved. Mag limits were not addressed in LEOSA. I have seen some arguments that active/off-duty LEO's are exempt under LEOSA, but....I would follow the state's mag limits.

Well I do know that off duty NJ Leo's are not restricted by the mag limits for their duty or qualified OD gun. All privately owned firearms have to follow state regs including the permitting process.

What if you're a Constable or Deputy Constable? Technically you fall under LEOSA (which County Sheriffs and Deputy Sheriffs do not, unless they're from Allegheny County), but your duty/qualified handgun is your personal handgun.

I took a NAA Guardian with a total of 7 hollow points through NJ into Manhattan while getting a huge corned beef sandwich over the weekend and had no issues. Except for a little heartburn.

- How do you obtain a Firearms Purchaser Identification Card and/or a Permit to Purchase a Handgun?
- You must apply at your local police department. If you do not have a local police department or you are an out of state resident, you must apply at the nearest New Jersey State Police station (excluding toll roads, stations on the New Jersey Turnpike, Garden State Parkway, and Atlantic City Expressway).
- Out of State residents may only apply for a Firearms Purchaser Identification Card. For any further information outlining specific requirements, contact your police department or nearest New Jersey State Police station.
- How do you buy rifles and/or shotguns, including bb, pellet, and black powder rifles?
It is the responsibility of the seller of the shotguns, including bb, pellet, firearm to ascertain that the buyer has a and black powder rifles? Firearms Purchaser Identification Card plus one additional form of photo identification and a completes Certificate of Eligibility. The information contained on the Firearms Purchaser Identification Card must match the identification of the transferor. A Certificate of Eligibility can be obtained at any licensed firearms dealer, or this web site. - How do you buy handguns, including bb, pellet, and black powder handguns?
Download Form A Permit to Purchase a Handgun must be completed on each handgun transferred in this state. It is the responsibility of the seller of the handgun to ascertain that the buyer has a valid Permit to Purchase a Handgun and one additional form of identification. The information on the Handgun Purchase Permit must match the identification of the transferor. ( i.e, name address, DOB, sex, etc.) The permit must be completed by the seller and buyer. It is the responsibility of the seller to forward the copies to the appropriate authority. Instructions are printed on the permit. - When is fingerprinting required?
Individuals must be fingerprinted when applying for a Firearms Purchaser Identification Card or a Permit to Purchase a Handgun.
An individual seeking a Permit to Carry a Handgun must be fingerprinted upon the initial application and each subsequent renewal.
Fee - $57.50 current fee for fingerprint submission. This fee shall be paid directly to MORPHO TRAK at the time you schedule your appointment for fingerprinting. Additional information can be obtained from your local police department or nearest New Jersey State Police station.
Police departments with questions concerning fingerprints or fees, please contact the Criminal Information Unit at ext. 2991.

There is if you want to own a handgun as you need a permit for each and every one which entails a full background check by the police and state police evertime filling out the same paperwork you do when you get your FID card for long guns. The only difference is you check hand gun box and you can request up to 6 permits now due to the one gun a month law. Each permit is good for 90 days and can be extended once if I remember correctly. I have a entire filecabinet full of them if you would like to see.
