The firearm has to be transferred at a FFL. Since it is a long gun, it can be transferred in your state, their state, or any other state.

So if the buyer drives up from Delaware to Pennsylvania we don't need to do a FFL ?

You would still have to do a FFL.

ALL transfers of ownership in which the gun's new owner will be a resident of another state(interstate) requires the gun to be transferred through a FFL. For handguns all transfers have to be completed by a FFL in the purchaser's home state. For long guns the transfer can be completed at a FFL in any state.

Exceptions only for transfers via bequest or intestate succession, IE: someone has to kick the bucket and will it to you, or be of blood/legal relations so that you inherit the item.

Just for completeness, the gun must be legal in the purchaser's home state. No problems with Delaware unless it's a machine gun, but some states have "assault weapons" bans, etc.
