can a 410 chambered for 3" Shells shoot 2 1/2" 410 ammo

yes.. just like shooting a 2-3/4" or 3" 12ga in a 3-1/2" chambered gun.. or like a 38spl in a 357mag. or 44spl in 44mag. ..etc, etc.

Yes, and it may shoot the 2 1/2 shells better, better pattern.
