There is no registration in PA so there wouldn't be anything to register it to. If you were really worried, I guess you might be able to basically transfer it to yourself. That would get it into the PSP's database.

Did you try any local stores at home here? (I noticed your 17202)

I can take you to two of them that I'm 99% sure wouldn't be an issue. A buddy of mine that's 20 just bought a lower.

Is this "law", if that's what you call it. Is it actually in force at all gun stores?

It sure should be, the ruling for the age for buying lowers came from the BATFE and it is mentioned on the 4473. Again, because "Since a frame or receiver for a firearm, to include one that can only be made into a long gun, is a "firearm other than a shotgun or rifle," it cannot be transferred to anyone under the age of 21"

Record of sale is for "firearms", but as we've seen as of lately the PSP likes to add guns that aren't a "firearm" by PA's definition(AR-15). Even if the PSP wants to call a PG shotty a handgun, and using PA's definition of a "firearm", if the barrel exceeds 15" - it isn't a firearm and isn't regulated as a "firearm". Federal rules would still apply though on commercial transfers.

By no means is even the shortest legal length Mossy Cruiser a "firearm" by PA law.

Here is what makes what the PSP is doing against the law in regards to PG shotties, AR-15's, and possibly even bare receivers.

18 Pa.C.S. § 6111: Sale or transfer of firearms

(b) Duty of seller.
(1.4) Following implementation of the instantaneous records check by the Pennsylvania State Police on or before December 1, 1998, no application/record of sale shall be completed for the purchase or transfer of a firearm which exceeds the barrel lengths set forth in section 6102. A statement shall be submitted by the dealer to the Pennsylvania State Police, postmarked via first class mail, within 14 days of the sale, containing the number of firearms sold which exceed the barrel and related lengths set forth in section 6102, the amount of surcharge and other fees remitted and a list of the unique approval numbers given pursuant to paragraph (4), together with a statement that the background checks have been performed on the firearms contained in the statement. The form of the statement relating to performance of background checks shall be promulgated by the Pennsylvania State Police.

Interesting. I bought both shotguns I own before I was 21 and both came with PGs in the box (but not attached). Was it illegal for me to attach the PGs, or should I not have been sold them in the first place?

Yours came with a shoulder stock too, right? ...with that shoulder stock attached, but with a pistol grip in the box - its a "shotgun" by federal standards, so a FFL could sell it to a <21yo. Once it was transferred to you, no federal law prohibited you from attaching the pistol grip, nor any PA law either. If the PSP wants/wanted to call it a pistol after the fact, age of possession of a pistol in PA is 18yo. So it wasn't illegal for you to attach the PG.
