I used to consider myself somewhat of an SKS afficiando and the issue you are describing and the fixes listed for it are usually right, but not for an SKS YUGO.
The people pointing to the gas valve are in the right direction with yugo's. The original ammo used in these things was most certainly corrosive and the two yugo's I bought had the same identical issue you're describing. After making sure that the valve was in the correct position I started to wonder what the deal was. The ammo was eating up (ever so slightly) the gas valve and gas tube. In BOTH cases there was a fix available, same fix. You can either do it a bunch of times for free (paperclip mod) or once for $10 (CNC Warrior Replacement gas valve). The "paperclip" mod is to remove the gas valve and make an o-ring out of a thin paperclip around the flange of the valve (where it meets with the gas tube). I used to use a 3/8" or 1/2" dril bit to wrap the paperclip (i used steel wire) and then trim to length. After getting tired fo doing that I simply replaced the gas valve: http://www.cncwarrior.com/comersus/s...sp?idProduct=1 If it's still shitty after that, you could have a smith open up the gas port itself ever so slightly. At any rate as long as your gas valve isnt in the grenade launching position the above should get you MUCH closer to your resolution.

Another way to test if the gas system is leaking is to shoot from the bench and put paper towels around only where the valve is, should see some dirt on there if it's leaking which would be cause for the operating rod not to be fully driven back by the gas piston.

Just another thought. Sometimes people forget, or miss cleaning cosmoline out of the short op rod (and return spring) behind the piston. When you rotate the catch to remove gas tube, after you get the tube off, rotate the catch further. Beware, the rod is spring loaded. Just a thought.
