Yes, AFAIK, the feds allow contiguos-border-state long-gun sales. As long as the rifle is allowed where you are.
Thus; a PA resident can buy a rifle in WVA, OH, NY, NJ, MD, DE. Sadly, PA doesn't border AZ, TX, KY... |

This dropping/changing - does this mean I can get a rifle anywhere in the USA if I pass NICS? If so - great, I travel a lot! If not - those bastards... |

mainly because they dont know all the nj laws, and dont want to due to the trouble. ive heard more than a few complain that nj'ers would come over and attempt to buy rifles w/ hi-caps that they KNOW arent legal there, but they try to get one over on them and "smuggle" one over the border. thats the main reason they just cut off all nj sales to be on the safe side. cant say i blame them, making a few bucks cant be worth all the trouble they'd get in if caught.

Yes/No..
Even though Federal law allows for nonresident purchases of longguns in any other state, some states only allow residents to purchase or neighboring state residents. A NJ resident will have to abide by NJ's and whatever state's law that they purchase the firearm in. If a FOID card is needed for long guns in NJ, then the nonresident purchaser will still need that FOID card when buying in PA to be legal in NJ. I'm sure there are some FFL's along the PA/NJ state line that know the laws and can help with a lawful transfer.

At the Philly gun shows NJ residents show there 'yellow-card' Purchaser ID card and can buy rifles readily.
I agree most dealers even 10 miles from the PA/NJ border won't comply because of the headaches from NJ. (laws subject to change on right political contribution)
