bacher,
I asked the same question. Here is the email response from Del-Ton... 末末末末末末, The barrels in our kits are threaded and the flash hider is not permanently attached, so you will be able to change it later if you'd like. Right now we're not offering any discounts....we may do something for the day after Christmas though, so keep an eye out for that. If you'll sign up for an account and add yourself to our mailing list you'll receive an email with any specials we offer. Please let us know if you have any other questions. Thanks and happy holidays! Kassandra Hope that helps. (I ended up ordering a RRA kit during the Holiday sale.)

Thanks EM. So is it legal to have the threaded barrel in PA?

As far as I know, Yes.
I plan on changing my flash hider at some point, so I made sure I was getting a threaded barrel before ordering. IIRC, the only reason you'd need to weld it on is if the barrel is shorter than 16. If you had a 12.5" barrel and had a 3.5" flash hider permanently attached, you would be just fine. (forgive me if the numbers are not exact folks)

If you've ever shot an AR at night you'd prefer the flash hider. Since the 223 doesn't kick that much I can do without a muzzle brake.
But hey I bought my AR during the ban and it's got a stupid brake on it.
