Is the bold portion referring to a license to carry concealed or some special license?
I hate law lingo... Can I carry the gun unloaded? Toss the clip in the glove box and lock it till the children are dropped off?

It is whatever license that state issues to carry, whether it be for concealing and/or openly.
You cannot go within 1000ft of the school without a license, unless the gun is unloaded and locked up in a case. If you have a license, you may not go onto school property, or even transport your kids to school with a gun - unless you want to risk being that test case for the "other lawful purpose" clause.

Just got off the phone with the sheriff's office. 1000 feet from a school does not apply to driving along on your way to work or wherever. When I drop my kids off, I'm a about 100 feet away from the building but not in the parking lot or bus loop. That would be different. According to the sheriff, I'm OK. His words "I've been here 20 years and have never heard of anyone getting jammed up for that."
I called because of how vague the language is. you can tell it was written for no other benefit than that a lawyer could twist it to his/her advantage. Not unlike the tax code. I needed another warm blooded human to confirm for me that I'm not that crazy... so far it's working.

Going to the Sheriff doesn't cut it for seeking legal advice nowadays. Read the statutes yourself, and if you're really confused go talk to a qualified attorney.

The sheriff is flat out wrong. 1000ft applies to all situations, except private properties within that 1000ft.
You need a license from the state in which the school is located from to be within 1000ft of the school by federal law. Exceptions for private property, or securely encased guns, or for ingress/egress of that 1000ft for hunting.
State law then says you cannot have a gun in schools, and on school grounds, or in a conveyance transporting kids to/from school.

I've read through previous posts concerning this and yeah I'm new here so sorry for any confusion but just so I'm clear... I can protect myself while I'm in the car but not my kids while they are in the same car... okay, got it.

Only for the trip to and from school. Any other time you're ok. There is also the affirmative defense for "other lawful purpose", which should you have to use your gun in self defense to/from school, you could establish that defense. A handful of years ago it was ruled sorta similarly somewhere in Illinois, I think Chicago, that the good guy couldn't be charged with unlawful possession after a defensive shoot, because the dire need to possess it was established. ...and heck, that was even with Illinois law. However I do not think it had any bearing on schools, but Chicago itself is a complete off-limits zone.

It's maddening. Please tell me the rest of the board members have similar feelings. I understand the intention behind the statute but not the logic. Don't these legislative half wits have even the slightest grasp on what makes people tick? I suppose I should be grateful that I live in PA. The laws here are much better than most second only to Vermont by my laymans understanding. I also realize that much of this line of thinking can be attributed to the columbine tragedy and others like it. Funny how those potential tragedies that DO get stopped by an armed citizen go largely unreported or at least the story doesn't have the "if it bleeds it leads" legs.

Vermont isn't that great for carrying. ...sure, you can carry openly or concealed without a license there, but their off-limits places is asinine.
