I also noticed the date stamped on my yellow card was the same day I went there to drop off my application.
Is Allegheny now using the new LTCF system where they scan your DL?
Also... Does the LTCF still have a thing on the back about not carrying at the airport?
If so, and you can scan and post it (just the back), that would be cool ;)

Yes, they do scan your DL.
Yes, it has the thing on the back about airports (my previous ones, issued in Washington County did not).
And as you wish:

Re: Allegheny County LTCF renewal
I emailed my renewal app yesterday, forgot to include my DL and another ID.
One of the deputies emailed me this morning about my mistake. I scanned my DL and old LTCF and sent it on it's way.
We'll see what kind of time frame I get the card in.
I'm not very computer literate so I just printed out the completed app, signed it, scanned it and the other info ( Utah permit) and sent everything as an attachment.

That one is hot off the printer from Monday. Thanks for the Rep, and if there is anything else I can answer feel free to ask!

The corrected app was emailed ( 29 Dec 10) at 9:40 AM.
I got my yellow card today (31 Dec 10 ) ) at 1 :30 PM
They must not be too busy. I'm pleasantly surprised by the turnaround and am thankful I didn't have to make an additional trip to the city.
Re: Allegheny County LTCF renewal
My yellow card showed up after four days, so it wasn't too terrible. I don't like the idea of the check against the terrorist watch list, though. The criteria for being on the list are all secret, there's no way to tell if you are on it, it doesn't do a good job of distinguishing individuals with the same name, and there is no way to get removed from it.
Enemies lists are so McCarthy.

from the PA UFA:
This is not true, if your permit expires you can NOT carry. You can renew a expired permit up to 6 months after that you have to fill out the paper work like your first time and wait.

Right and wrong. For a renewal, you have to fill out the paperwork and go through the process just like you did originally anyways.
It's a gamble... with the exception, you have an argument in court (after most likely being arrested).
Your license technically expires, but you would be able to fight any charges against your carrying without a license.
Basically when your license expires, it is expired. If you are caught carrying, you'll most likely be arrested/charged for carrying without a license BUT you can use the exception to get out of trouble.
