In 1975 I walked into a gun shop owned by a local police officer and bought 2 revolvers. A Colt Trooper 357 for me and a Colt Trooper in 22 mag for a present and don't remember any kind of checks etc. There were no PC's then and I don't remember Bob making any calls.

In days of old buying a gun was just like buying any tool.
The 4473 is not needed, when the customer buys a gun all that is needed is their name and SS number. the government already has the record that the government uses to check on the customer.
the 4473 is just another way to interfere with a legal business transaction and put chill on the purchase of a gun.
