my Father bought guns for years. Well makin this story short, PICS denied him Because he and some friends stole gas from a farmers tractor in 1956
Article 1. Section 10 of the U.S. Constitution, to which the Commonwealth of Pennsylvania is a signatory, states, in part: "No State shall ... pass any Bill of Attainder [or] ex post facto Law ..."
Time to get a lawyer familar with Pa. gun laws so your friend can get a reversal on the state's decision to deny him.
Would seem to me that he IS legal to purchase, own, carry etc,etc. seeing as he can pass a FBI check and the NICS check, and it must be something in the Pa language that screws him up.
still confused though :confused: and agree, would be nice to hear what an attorney has to say on this, will have to tell him, shouldn't be too much $$ .....
PA's law is slightly more stringent than FL's and Federal law. There is a discretionary factor too if it goes to an operator. If it remotely looks like a prohibited item they will deny the purchase or permit approval. You must then challenge the denial and try to prove otherwise.
what happens if you pass PICS but not NICS and you live in PA?
If NICS has a bad mark do you automatically fail PICS?

What is PICS? Sounds like Pennsylvania instant check. If so I must have passed it when I got my carry permit and bought guns but I thought I was getting NIC checked.
In fact, I thought I remembered the sherrif saying NIC check.
