White vinegar will strip everything that's oxide based (rust, the finish). Throw it in, walk away for a week.
Re: Sunday Night Rock Island Project
Soaking first. Nuts off, kroil, knocker loose, 4 in one, wd40, atf, kerosine, anything thin. Look into the cathode anode process.

Is that practical to use in automotive operations as well?

Evapo-Rust is a non-toxic, non-acidic rust remover. It is available in 1 and 5 gallon containers for home and small business use and larger 55 gallon drums for business use. To use this rust remover, just soak the rusted item in the solution. Unlike most rust removers that require acid to eat away the rust, Evapo-Rust uses a process called selective chelation to remove the rust. In effect, the rust removing solution removes the rust but leaves all of the metal behind. Because there is no acid, it is safe for the user to handle and doesn’t produce harmful or unpleasant fumes. Once the rust has been removed, Evapo-Rust can be reused until its strength is depleted. This reusability makes it convenient to use on multiple projects.
Evapo-Rust is biodegradable and contains no solvents or caustics. It will not harm brass, copper, aluminum, gold, lead titanium, cast iron, vinyl, rubber, silicon, glass, cork, or wood.
When the reusable solution is spent, it is only the iron content of the solution that dictates how it can be disposed of. In most cases, it can be dumped into the city sewer.
