Im going to Snyder Park on Beautmont Rd in York Twp for a picnic. I have never been there before. Is anyone familiar with the park rules? I can't find anything online. Is it okay to OC and CC there?

I haven't been there, although I live nearby. I have yet to find a park in this vicinity that has an ordinance against carry, and we had a OC BBQ in Glen Rock just last year. The York Daily Wreckage (Record) even sent a reporter and photographer to cover the event.
Even if there were an ordinance prohibiting OC or CC that ordinance would be in violation of state law. Snyder Park is listed as one of the 5 municipal parks of York Township, so state preemption applies.
I checked online and the page for rules, regulations, and ordinances is under construction.
Bottom line is, you are completely legal to carry there, especially if you have your LTCF, as it will cover you for travel and CC. My personal thoughts are that you should feel free to carry in what ever way you are comfortable with for the occasion. My personal experience is that the folks in this general area seem to be rather accepting of firearms carry, as I have yet to have any kind of negative encounter in 3 1/2 years.

(a) General rule. No county, municipality or township may in any manner regulate the lawful ownership, possession, transfer or transportation of firearms, ammunition or ammunition components when carried or transported for purposes not prohibited by the laws of this commonwealth.
I’m sure this is just an oversight and wanted to bring it to your attention so the rules can be updated as soon as possible in order to prevent any further violation of the law.

On a side note, never had any issues in Red Lion parks.
I never did follow up on what I found a year or two ago. Although, I've OCed in several parks around the area without issue.
Went to York Township Park this evening for Friday Movies in the Park with the family. Really nice setup and with the exception of me having to tell some teenage girls to watch their language we had a great time. The sign at the park differs slightly from the rules posted on line.

It's a small but meaningful difference. The web states a prohibition of possession and the sign states a prohibition of use.

Thank you for your comments regarding our Park Rules. I have reviewed the matter with our solicitor and the Township will work to make sure that the park signage conforms to our current ordinance regarding the carrying of a firearm in our parks.
The current ordinance states the following:
1. § 165-1 Rules and regulations.
“H. Use of explosives, fireworks, guns, rifles, airguns, bows, slingshots or any similar items is prohibited.”
As such, our current ordinance does not affect the ability for any citizen to lawfully carry a firearm in our parks. It does, however, restrict the “use”, or discharge, of firearms and the other items listed while in the park.
