Take her to a range and rent some guns, try the 380 ez shield. Little sig might be a challenge for her.
A p238 is a good choice, my wife also has one and uses a sw bodyguard as well. The trigger on the bodyguard isn't as bad as people make it out to be.
You could bring your sister to the gun shop and have her make a choice...
Shield EZ seems to be a good fit for many. If manipulating a slide is an issue, could also go J frame.
Has she shot much? Is she comfortable carrying cocked and locked? New shooters generally have a fear of the hammer being back. It would help to know her experience level with other guns for a recommendation.
What is her gun experience? The P238 needs a bit more discipline and experience to carry as it would be cocked and locked or empty chamber carry, versus any number of other small 380s out there. The suggestion to take her to a range/gun shop is the best idea here so far. The LCP, Shield EZ, Bodyguard 380, and any number of others are a lot easier for the new or less experienced user. Some folks, even with a lot of time under their belt are not comfortable with cocked and locked carry.
Have you thought about a Glock 42 .380? Just make sure she is "Carrying on Her Person with a good holster".
