Why would you go offroading in a place where you were unsure of ownership and/or potential permissions in the first place? Too many people just assume they can freely go anywhere that *doesn't* have giant neon signs telling them otherwise. And THAT's why landowners want a way to mark more prolifically with a lesser financial impact on doing so.

Regarding Philadelphia, it is both a county and city. And there aren’t really any locations where it would be absolutely safe to hunt anyway.

Doesn't matter.
If you read the actual textual changes, it applies to all trespass. It's being incorrectly suggested in the press that it only applies to hunting trespass but that's not the case. It's not a game law change, it's an addition to 3503, which is "defiant/criminal trespass" - in any circumstance.
