I would check with your local .gov. In Philadelphia you have to pay the city $50 a year, or they charge you for false alarm callouts.
This was all I could find for York. I couldn't find anything about requirements to register the alarm, though there is a paragraph about having "permission" to install an alarm.

Thanks Philbert.
In my township, you need a permit (one-time $50 fee) if your alarm system involves a monitoring company that calls the local police in the event of a break-in. Check your local township or borough for requirements. Your installer should have assisted with this, since they need a local PD number to call.
Thanks frankski. I jumped over to the township's website and left a message. I will let everyone know when I find out.
Thanks!
Also inform your home insurance company to possibly get a discount. The installer should have given you a certificate to give to your insurer .
Thanks HiredGoon. He did leave me a certificate.
OK - while my "post office" is in Red Lion - I actually live less then a mile outside of Red Lion in York Township. So, I sent them an e-mail and this was the reply:
The burglar alarm part of the security system will need to be registered with the York Area Regional Police Department. They can be contacted at 741-1259. If the system automatically calls the fire department if there is a fire, it will need to be registered with the Township as well. Let me know and I can email the form to you.
So - all forms filled out and mailed!
testically it should have been your alarm provider who did all this legwork for you.
Alarm centrals know what emergency numbers to call out, they also know the fees and sometimes even cover them.
PS: just because you / or the alarm company paid a fee for installing, does not mean you will not have false alarm fees..
The fee is like a tax of sorts.. or as I call it, the first time you got robbed after the system was installed.
