Need clarification/ info on non-resident permit
So i am a Arizona resident. Here for under a year to help out family going through health issues..
In Arizona i carried under constitutional carry nothing needed..
PA says they have shall issue permit for non residents but where i am staying in Monroe county it says they don't issue to non residents.
What do they consider proof of residency? drivers license? i was trying to avoid changing my license since i am only here temporarily..
Can i just get an ID or show proof of mail to my place?
Any info or ideas would be appreciated!

By law, ALL sheriffs are required to issue non-licenses. For a variety of reasons, some *say* they will not. Your options are to either sue the Sheriff that won't issue to you (likely a few thousand bucks) or try to find a sheriff that will actually follow the law.
Also, to qualify for a PA non-resident permit, you must hold one from your home state, if one is available. Despite Constitutional carry, I assume AZ still issues for one reason or another? If that's the case, you'll need to have one to qualify here - even if it's not needed when you're at home.

yeah i guess i am shit out of luck because i don't have a ccw from Arizona. And i'm not about to go get one now just to get a pa one. i guess I'll have to try to get residency and go that route?

That will definitely simplify things. For the record, as a resident, you must apply with the sheriff of the county in which you reside, even if another county seat may be geographically closer and more convenient.
