Not sure about Wayne Co. but I know a lot of FFL's that are near the state lines will not sell to NY residents although it can be done legally.
If you are looking to buy an AR15 RIFLE, not a pistol, then normally you can no matter where your residence is (in the US, but there are exceptions). No special hoops to jump through in PA while undergoing the background check (PICS) but the FFL will be asked questions about you during the check. He can then tell them you are a dual state resident (as long as you meet all the criteria (see below)).
Now if you are looking to buy a AR pistol, or another handgun, as long as your 2nd home in PA is owned by you and you pay the real estate and school taxes, then when you are living there (if even for a day) you are considered a PA resident by the ATF and can buy firearms. Your FFL will have to talk to a PICS operator and give them all the info (dual state resident, has a copy of the real estate tax forms in your name, etc.) and then they will run the background check. If all ok, then you leave with the firearm but a pistol could not go into NY without you doing all the hoop jumping the NY requires. As you said, if it stays in PA, not a problem.
Dont know if it matters but i do have a handgun permit in new york and a ltcf in pa as well
Doesn't really matter but it does help by giving the FFL more info that he can use when talking to the PICS operator if they have other questions about your PA residency.
