Actually, I don't think it will end up in court. The zoning for the project is in place, and if the owner has the Ts crossed and the I's dotted in his application, there is nothing that can be done to shut him down; you can't spot zone, and you can't create a new law and apply it ex post facto.
The 'neighbors', and I use the term loosely, since some of the vocal critics live miles away, might have a case civilly if the range actually causes some harm, but you can't have injury if the business isn't in operation...

haven't heard a peep either way since the developer filed the suits...but we're coming up on the deadline for the township to review the plans.

In social situations people often talk with normal voice levels at distances of 1 to 4 meters. In such cases the noise level should not exceed 55 to 60 dB(A).

Ransom's Noise Ordinance is woefully incomplete and unenforceable.
There are standards that must be described correctly; weighting (A or C), the time that the noise is measured over (typically 15 or 30 minutes, sometimes an hour), the type of zone that the site is located in (85 decibels, C weight, over 15 minutes in agricultural, commercial, or industrial areas is the accepted standard for daytime hours); what is the setback distance from the noise source, etc.
Measuring gun ranges is especially difficult; if you are measuring frmm the property line, and a loud vehicle passes during the reading, it must be done again or the results will be invalid.
Keep in mind that if the business is operating before the law is rewritten, the range would be safe, anyway, since you can't pass a law ex post facto...
Reasonably, you can barely hear the sounds of a state range from the roadside, and this company's ranges will be much further back and much better designed than your typical SGL range...

I read that the developer got an extension because they are waiting to get approvals from the PNDI in Harrisburgh.
I know there's activity going on with the project.
