PA does not have a specific license just for small game. If you purchase a PA hunting license you'll be able to hunt groundhogs

You can buy it there or buy it when you get in the state. Keep in mind they will ship the license to you so if you're coming up in less than 10 days it might be best just to get it in PA
Fair warning... the state just switched the hunting license system to digital/web and some places seem to be having trouble with it. The Walmart in Cranberry Twp had a sign that said "we can't figure out the internets so no licenses for you" and a bunch of dicked up licenses laying around with people's info on them (priceless). Best to call a sporting good place close to where you'll be and make sure before you come.
Good luck with the 'hogs, the damn things are the new rabbits this year. Can't cross the street without kicking two of them around here.
If you are going to be one of the PGC division offices you can purchase them there. I find you have far less trouble going to them to purchase.

You may not take large game like deer, bear, elk, or turkey with it. You may shoot a wild pig if you run into one.
Shooting of wild pigs is by incidental discovery, you cannot go hunting for them specifically. You can shoot them(pigs) while hunting another lawful critter while in it's lawful season, with a firearm that is legal for the lawful critter. Since groundhog have no caliber restrictions, you might be better off using a gun suitable for pigs. If you are gonna use a .22caliber centerfire in an area known to have wild swine, be sure to have some cartridges on hand for larger game.
Remember - no semi-auto rifles or handguns are allowed to be use for hunting unless you have lost the use of a hand.
