I didn't see it posted previously - Here's the link to the actual declaration:

Governor Wolf Declares Heroin and Opioid Epidemic a Statewide Disaster Emergency
January 10, 2018
Harrisburg, PA – Today, Governor Tom Wolf took another step forward in bolstering the fight against heroin and opioid addiction by signing a statewide disaster declaration to enhance state response, increase access to treatment, and save lives. The declaration is the first-of-its-kind for a public health emergency in Pennsylvania and will utilize a command center at the Pennsylvania Emergency Management Agency to track progress and enhance coordination of health and public safety agencies.

Yep - first-of-its-kind - another milestone in our demise...

Yep, not the solution. Wolfe is making cabinet changes that not only won't save money but will likely hamper the previous efforts..

The heroine problem is not limited to the poor or uneducated. I know professional people who are addicted to heroine, doctors, lawyers, teachers.....you name the profession. Choking off the opiod prescriptions to people who actually need them has created an unnecessary expanded market for heroine.
You know...big difference between heroin and heroine (:

Here's a plan:
Intervention #1: "Re-hab"
Intervention #2: Jail cell 24/7 for 12-18 months, so you can get clean
Intervention #3: free trip to the morgue

There some pics of the beginning. But hey you're so tuff (sarcasm) that you would have done the surgery with no opioids then for a month when they came to the house daily pulled out all the sponges washed out the wound that went down to the shin bone and reattached the 24 hour wound vac, rather than pain meds you would have tuffed it out too (more sarcasm) Then unlike all those morally weak people that wind up addicted you would just bop through life sharing your asshat wisdom.
Already made it clear that I feel sorry for the families and lives that are wrecked by junkies, and sorry for you as well.
And no I'm not such a tough guy that I wouldn't take meds if needed.
Nice try though.

Including this?
§ 7721. Operation on streets and highways.
(a) General rule.--Except as otherwise provided in this chapter, it is unlawful to operate a snowmobile or an ATV on any street or highway which is not designated and posted as a snowmobile or an ATV road by the governmental agency having jurisdiction.
(b) Emergency and bridge crossings.--A snowmobile or an ATV may be operated on highways and streets:
(1) During periods of emergency when so declared by a policy agency having jurisdiction.
So by law we can now legally operate our snowmobiles and ATVs throughout the state of PA. on highways and streets for 90 days or until the gov rescinds the order?
B(1) would be the answer.. if your local PD or SD says have at it you are good to go, for that jurisdiction
