Does the Sheriff's office in Lancaster require a 90 day residency before issuing a LTCF? If so, how do they verify when you became a resident? Also, is the two references requirement enforced?

The reference requirement is a "requirement" of the PSP, which happens to not be found in the law anywhere. I suspect that they will require it (I don't know of any sheriff that does not).
The residency requirement would be blatantly unconstitutional.
The sheriff in Lancaster will take the two references, but chances are will not contact them. He has no strange requirements like other counties do where they have to be residents of Lancaster or of PA.
Of the three times I've renewed here, he's only contacted references once, and that was the first time, and I suspect that was because I used two Chiefs of Police as my reference. Since then he hasn't contacted them ever.
Did you get a pa drivers license yet with a Lancaster address? The sheriffs office was very nice and very fast. They would let you know in 5 min if ther is an issue with length of residency.
AFAIK, your references do not have to be from PA. As long as there are two people willing to vouch for you anywhere you have your two references.
The wife and I renewed/applied (her's lapsed after we moved from Montgomery county) about 2 months ago. I listed 2 old friends from Clearfield County, they never contacted them. We were in and out of the Sheriffs office in about 25 minutes. We did have to show the change of address cards since our photo Drivers Licenses showed our Montco address.

From what I've seen on other forums....Lancaster Sheriff willingly issues to non residents...so I can't imagine him having a x-day requirement.
I think I was a resident of PA for 4 days before I applied for my LTCF in Chester County. My DL even had "Temporary" on it but the Sheriff was fine with it. No issues with being a PA resident less than a week.
My references weren't from PA (one DE one FL). I don't think they contacted either of them. But it certainly might have helped since one is a FFL and one is a certified firearms instructor. :D
Strange, I didn't need to provide any references when I got my LTCF in Lancaster about a year and a half ago.
