Luzerne is non-resident friendly....
... just applied for my (resident) LTCF here and noted that they have a section on their paperwork for non-resident requirements. I would presume they wouldn't list that if they weren't willing to issue them.
Someone might want to edit the county list to reflect this. :)

Not sure what you are seeing. But I would assume it is state related not county.
