On the state police website http://www.njsp.org/firearms/transport-firearm.shtml it tells how to transport a firearm into NJ. It doesn't state under what conditions this action can take place.
I believe your friend would need to have a FOID or FID card before a NJ FFL does the transfer.

OK, so just a thought to add on to the OP's post.
Father/mother sell house in another state and resides at your residence in Pa for 4 months. During those four months the father/mother gift family firearms/handguns to you here in Pa. . A few weeks later Father/mother close on new house in another state.
Is FFL transfer required at all?

If they never change their driver licences I would say it could be a problem. I believe the text says resident. I know there have been people hemmed up for less. I do not agree that it would be just but when it comes to guns judges and prosecutors are very douchey.

They would have to change/declare their residency to PA before they could do the parent/child no paperwork transfer. Just because they are living with someone (even their child) in a different state does not make them legal residents of that state.
