for dealers it is. try selling them without doing paperwork and see where that "its not a law" gets you. while I completely understand the frustration on the behalf of those who buy unfinished receivers, dealers are frustrated even more as we can lose our license or be held up in legal action for violating this "not law". im not surprised of all of the confusion...after all it is PA and its a democrats ruling who knows nothing about firearms. perhaps I need to call PSP and ask them?

from what the ATF is telling us.....any user of medical marijuana cannot legally purchase a firearm

But the state law and regulation says it’s ok...which places ATF in a very difficult position if it’s going to contend that an FFL must comply with federal, state and local regulation. I’d love to see them claim this in relation to 80%ers and then say the same doesn’t apply to medical marijuana.
