Bestow "In Memoriam" title to dregan?

A few months ago PAFOA user dregan passed away, and has been nominated by gnbrotz for an "In Memoriam" title.

As per our process for such:

The staff as a whole approved the nomination, and now it moves to a public poll, which will be open for a week.
