My understanding is most counties that share a border with another state are refusing to accept LTCF applications from non-residents unless they have a "reciprocity agreement" with the county of the state they border with. Counties that I have confirmed this for are:
- Susquehanna
- Bradford
- Potter
Here's a link to the Potter County website, where they advertise that they are violating the law right on the webpage:

The Potter County Sheriff's Department has a Reciprocity
Agreement with Allegany County, New York.
Due to our Reciprocity Agreement with them we will only
accept applications from Allegany County, New York residents

If I read what Potter County says correctly, they have a RECOPROCITY agreement with Allegany County, NY, meaning they reciprocate. Can people in PA carry in Allegany County NY ????????
Re: I Just Renewed my LTCF
Renewed today. I was third in line.
They opened the doors at 800 am on the nose.
I had my new LTCF in my hand at 805 am.
Note: no references or employment info was required. They also didn't ask for ID, or request the return of my existing LTCF.
Re: I Just Renewed my LTCF
I recently renewed using the on line process. I left the references blank and it wouldn't let me proceed without putting in references.

It's not that kind of reciprocity. My understanding - which may not be 100% correct - is that the "reciprocity" works as follows:
- The NY county may provide background check info to the PA county
- The PA county will accept applications from residents of the NY county (which they are required by law to do for all applicants)
- The NY county will accept applications from PA county residents, but will only approve if they meet the NY "non-resident requirements"
The "non-resident requirements" for NY basically amount to "is a resident" - meaning, owns property in the NY county, or owns a business in the NY county.
So, basically, it's all bullshit. Both PA and NY are already required by law to accept and process the applications from non-residents, and approve based on the laws of their respective states. The only "new" action is that the NY county may provide background check info.

I see. Thanks.

Re: I Just Renewed my LTCF
Just got my 4th letter to renew from the Delco sheriff's office. It was dated 3/18. I guess he really wants me to carry. I have had my new license for 2 weeks now.
Re: I Just Renewed my LTCF
I renewed yesterday in Harrisburg (Dauphin County). It took about 15 minutes total, and I said about 10 words total, and left with my new laminated LTCF. They did not make me get real close to the camera.

Nice! York County Sheriff used to issue to walk-ins in about 10-15 minutes.
but in recent years the claim is that they are too busy.
So the last 2-3 renewals were the mail-in application or online. I noticed the
online app is not quite up-to-speed as it requires your references or it won't
move forward through the process. So I printed it out, mailed it, and had a
response by snail mail in less than 5 days. Safe to assume most of that time
is taken up by the USPS. Their work flow in their office is very good. I chose
their "remote" location as it is closer and has free parking.
One Deputy to check you in and oversee the locker process, the other to take
your pic and create the laminated license.
On a side note I just renewed my Utah permit online, a much better process.
The previous Utah permit expires on 07/14/2024, and I'm curious about how
long they take this year, and also whether or not the renewal month changes,
since I renewed 2 1/2 months early.
My "passport style" photo was taken at home and uploaded along with a pic of
my PA LTCF. Everything done without getting out of my seat and it will be
mailed back.
I guess I'll have to get up and go out to the mailbox to get it. Ain't that a bitch.
