MD Federal Court Declares "May Issue" Concealed Carry Law Unconstitutional

The court found that:
- the right to bear arms is not limited to the home, and
- the "substantial or good reason" requirement of the MD permit law was "not reasonably adapted to a substantial government interest" and therefore "impermissibly infringes the right to keep and bear arms, guaranteed by the Second Amendment."

On another note, Does that mean someone can sue NJ, that their permit law is illegal?

Federal district courts in NJ, IL, TX, and other states have already ruled that the 2nd Amendment only applies in the home. This is the first decision after Heller I'm aware of that says otherwise.
As far as I know, no appellate court has ruled on that issue yet.
