In summary, it would give a CLEO 90 days to object the application process, with reason.
As it is right now, a CLEO may only give additional input to the ATF about you when they are running your background check, but this new bill would give the CLEO the ability to stop the transaction dead in it's tracks.

BATFE will not support. The agency receives between $25 million and $30 million in NFA Transfer Taxes each year. Maybe more now. The checks are payable to "BATFE," not "US Treasury." Supposedly the funds get forwarded to the UST, but now BATFE is part of DOJ.
Any legislation to modify the provisions of NFA 32, other than increasing the transfer tax amounts, will not be supported by BATFE, and the word will be put out so that the bill quietly dies in some committee.

Correct, but this amendment to the NFA will give them their voice back against transfers.
