CLAIM: Open carry not permitted if possessing LTCF
I'm not a PA LTCF holder...yet, but I was told something that didn't make sense. I stopped in a PA gun shop to pick up my Glock 43 and struck up a conversation with the owner who is a certified USCCA instructor. He told me that it's unlawful in PA to open carry if I'm a LTCF holder. I thought he was pulling my leg, but he was serious. I told him it didn't make sense, but we all know that there can be quirks in the law and especially gun laws.
So I checked here at our friendly PAFOA forum and found one relevant discussion:

It seems from that discussion that the claim of open carry for LTCF holders being illegal is nonsense, but the claim seems to reappear from time to time. Has anyone been able to get solid information from someone in a relevant position of authority as to what is permitted and a precise statement of what law governs this particular issue?

Laws prohibit behavior, they do not allow for it. As such, 18 PA Sect. 6106 prohibits carry in certain instances without a LTCF. Since open carry is not listed as prohibited it is authorized. Sect. 6108 prohibits ANY carry in Philadelphia without a LTCF, so even open carry requires a LTCF (it is NOT a "concealed carry permit", although it does allow for comcealed carry among other things). There is no affirmative law granting carry. It is either prohibited or it is lawful.
Ask your gunshop instructor if holding a LTCF requires you to conceal, why is it that Philadelphia requires it for open carry as well. See what he says.

Shop owner is incorrect. Gun shops give out bad info all the time, especially concerning the law.

Thanks for the replies. In the discussion for which I provided a link in my first post, there are at least two posters who stated that law enforcement officers propagated this erroneous information in two different counties, Chester and Lebanon. Apparently this myth has spread all the way across PA to where I am. I'll be sure to bring this to the attention of the shop owner.

The BATF provides Books and/or CD's containing Federal and state firearms regulations and laws to FFL's. Every gun shop should have them handy. They should also have a hard copy of the PA Uniform Firearms Act. Just tell them to SHOW YOU THE LAW!
And nowhere on the PA-LTCF does the word concealed appear.
