I would say best bet is to ask them (the factory or distributor)
Not 100% convinced being a FFL would save you all that much, not to mention you would need to have "Hours posted" and keep books of it all if it included firearms. You would probably also need to register a LLC...
I just paid $53 for 250 bulk 12G in #8 shot At that price, I cant even think of going down to reload.
If you can find a company that will sell to you there is no need for a FFL to purchase ammo. Most companys will require a business license or a state sales tax number. The initial order will probably have to be in $500-1000. If you shop the big retail stores their ammo usually is about the same price as you will pay plus freight. 12Ga. and .22 are usually cheaper at Dick's if you figure freight.
The purpose of getting an FFL is not to be able to buy things cheap (that happens to be a side benefit of having one). If you can't prove to the BATFE that you are going into business (state license, sales tax license, local permits as needed, store front (unless allowed to work from home), they will not issue a license. In fact if you check the BATFE website it will tell you that if you're getting the license just to buy at wholesale that is a reason to deny a person the FFL.
If you shop around you may be able to find good prices on case lots of ammo. You can also contact retailers and see if you can get a discount if you purchase a certain amount of ammo or if you are going to buy ammo from them exclusively.
Talk to your local gun shop, let them know what you are looking for, they may be able to help you out, especially if you are a regular customer.
I cant say paying $20 for 100 rounds of 12g from Walmart is paying too much. Thats just me though
