There is nothing in the regs that says it has to be LE doing the fingerprints. Anyone who is capable can roll the prints for you. And as said above, if you can roll your own you can do it. All that has to be done is the prints have to be clear and readable. If there are any smudges, etc., they will get kicked back and that just adds time to the process. And they don't get kicked back by the NFA Branch. The NFA Branch sends them to the FBI and then if the FBI says they aren't readable, they ship them back to the NFA Branch and the NFA Branch notifies the person doing the transfer and the person (or trust) who is doing the form. Then prints have to be taken again, shipped to the NFA Branch, and then forwarded to the FBI to start the process over.
I found the Silencer Shop kiosk was very easy to use. Get your prints, picture, and paperwork all in one place. Information stays on file for any future purchases. There's a small fee for their service but I feel it's well worth it. They will even prepare your forms and submit them to the ATF and CLEO.
Not sure where you are located, but King Shooters in King of Prussia has a full service kiosk. If I recall, if you purchase any Silcenero suppressor, or another stock suppressor at Kings, or if Kings orders a suppressor for you, the use of the kiosk is free. Otherwise, I believe it's $25? But again, it's a one stop shop kiosk. When you leave, you will have submitted everything required.
One local to me. You can locate class 3 dealers with a Silenser Shop Kiosk by going the the silencer shop website and looking up dealers. It will shop shops near you and if they have the kiosk or not. The kiosk looks like an ATM machine.
The Bunker Gun Shop does everything, even mailing it for you. They have the bar code on the forms, they print out everything. It's a nice service.
