The text of the statute and the new Rule are what they are; but remember what these same people did with "one pull of the trigger"?
I'd expect to see arrests of guys liquidating their collections with 10 guns on a folding table, at a gun show or flea market. Make the arrest, publish the "table of guns" pic, let the system maul the guy for a couple years.

Garland is spineless, he does as The Party tells him. That's why they wanted him to rubber-stamp Party demands on the Supreme Court.
You can see it in any video of him speaking. He's had all the spirit beaten out of him.
All of the leading Democrats today are figureheads, shoved to the front to do the bidding of The Party, while the real power behind the throne remains hidden, just in case Bastille Day II happens.
Look at Biden, Mayor Pete, the Energy lady, and Kamala. They're all like trained chimps in little sailor suits, given treats for dancing the routines they were taught. Mayor Pete didn't even hide it, taking office and promptly leaving to chest feed his adoptee, because he knew he was a puppet & the department didn't need his presence, then or ever. The Dept of Energy puppet was unable to answer when asked the most basic energy question, "how much oil do we use per day?"
I*m waiting for the exact verbiage to be released but the aim here is fairly easy to see. The newest version of the 4473 was the beginning of mandatory and universal background checks. While the rule/law/bill (whatever you want to call it) has a main purpose of nailing those guys at gun shows that get a table at the show for the last 10 to 15 years and are *selling their collection* while always having new inventory to sell at every show without being licensed. Then through the week, they run around to gun shops and browse for sale ads to buy more guns to resell at the next show. It will be interesting to see what stance show promoters will be taking on this issue. Since it goes into effect in a couple weeks, the ATF will more than likely start by harping on the folks it has had on its radar for many years. It will more than likely have an effect on gun shows table counts and more. No clear definition has been made of *engaged in the business*, but it was always meant that someone is devoting time to reselling (not necessarily for profit) firearms without becoming an FFL dealer. It would also throw in question those guys that may believe they are skirting the new rule by simply having a dealer do the transfer for them. As always, clear verbiage is not exactly outlined in redefinitions or new rules so we may just have to wait and see what unfolds.
