There are metal strippers available that'll take it down to "gun gray". Machinist or auto supply stores may carry it.
The strippers will remove any rust, tarnish, bluing, paint. .....But, you have to clean it off after it does its job ASAP and get it refinished before it starts rusting again due to humidity.
I have a Marlin M60 that was worse than that - I just applied the goop with a paint brush and let it sit over night. The next morning the steel was bright gray - "in the white". Places where the goop oozed off and was exposed to air had started oxidizing again. After a quick cleaning I hit it with my best Rattle Can Rembrandt imitation. .....spray painted black.
I'd like to add too my above post. Steel wool with the above stripper will get the really crusty stuff off.

Bead blast the hell out of it. Then Park it and Dura coat it.
