Can someone point me to the relevant PA law/regs regarding transfer to a private citizen of a handgun that is recorded in a C&R licensees bound book? Does it still have to go through a Type I FFL or is the C&R transaction/record adequate? Thanks

If the receiving party is not licensed then they have to go through the process regardless the source of the handgun.
A 03FFL is not a "dealer" and can not transfer a handgun to a non-licensee in a manner different than any other private, non-licensed individual.
IOW, if the rcv'ing party is not a licensee, your spouse, child , parent or grandparent then the handgun transfer MUST go thorough an 01FFL.

If the person receiving the handgun has a FFL 03 C&R license, no separate 01 dealer is required.
