I feel your pain on finding a place to shoot. Its either, State Game Lands or join a local club.
I moved out to the "back mt." area some years ago - I just shoot in my back yard now.

Hello from Wilkes-Barre,
Go by the ppl terminal in harding, everyone from that area goes up there, pp&l doesn't say anything ever, they even allow the targets people set up to remain set up. Cops don't bother you either, they may approach you but as long as you respect them and don't shoot in the direction of the road, you're good. Some people will go up the hill under the powerlines to shoot, most people just stay in the area as soon as you drive in.
Now, where is this Pagnotti Park you speak of?

I drove down Coxton road yesterday because I thought I remembered a path that took you into heavy woods, but when I got there the gate was closed and a notice was posted, so I kept it movin.
I'm def gonna check that spot out! Just want a place to be relaxed and concentrate on my actually hitting a target LOL.

It's a little league field in Old forge with a wooded area right next to it.
Go through Duryea heading towards Old Forge
Drive past Au Rants on the main road and take your first left.
Drive over bridge to stop sign and make right.
Drive to stop sign and make left.
Follow road till you see the sign and gate.
Drive up hill, youll see the field
Take first path with the gate to shooting location
Anywhere back there is considered "good to go".
I really wasn't thrilled with that location, even tho it is apparent that MANY people go there to shoot.
I really dont want to be discharging a weapon near a little league field or a place where you have to "just listen for the quads".

the place on Coxton road, literally is right across the river and maybe a mile or so away from where I was talking about.
If youre driving up the road from the west pittston/exeter area towards harding, you'll see a big pp&l facility on your right, if you do you went 10 feet too far, lol.

there's also a place in Ashley that people go by the breaker, but I wouldn't recommend bringing anything really loud. I've shot my .40, .357, and my .22lr there, I wouldn't shoot my .308 or ar there. The town is about a mile and a half away. But everyone shoots there so I'm sure they're use to it.
