I am asking for a hypothetical friend, is applying a tourniquet to the neck considered providing aid? It will stop the bleeding pretty quick or so I have heard :)

If you had a defensive shoot, and the perp is capable of receiving aid that might actually help, you suck, and need to apply more ‘defensive’ to the situation!
The gang in blue shoots until the threat stops. Why should I stop any sooner? I’m not able to get their ‘free to them’ VERY EXPENSIVE training.
Further, even if he’s down, and you blew off all four of his limbs at the trunk, if he can recover and speak, he is still a threat.

If I was forced into shooting someone in order to save my life I would immediately notify the authorities and request aid.....by mail.

Well, I personally still wouldn’t render aid for multiple reasons, he may still be a threat on the ground, your adrenaline is through the roof having just been in a life threatening situation...that being said legally I don’t know if PA had a duty to act law for certified medical providers (I just live here not certified here) and of PA does how that might come into play.
