The speed limit drop in construction zones is mainly psychological...most people don't slow down, but they know they should. They are then more alert than if they were allowed to go their normal speed.
But no hard hat, vest, cone, flag, blinking light, parked state trooper, or anything short of a concrete barrier (and even that is questionable) is going to protect any worker from the man or woman driving an SUV while talking on the phone, putting on makeup, eating breakfast and smoking a cigarette poking at their GPS. As someone who occasionally works in the road, this is my biggest fear...
Now, back on topic. I always see police between 22 and Wind Gap (512)...but rarely north of that. And that is not because I don't see them...trust me...if they were there, I would know regardless of my observational capabilities :D
Apparently they are only enforcing during the week. Sunday we traveled from 80 to Saylorsburg then to WindGap and saw no cops anywhere. Well I can't say nowhere, they were all eating breakfast at the Ham and Egg in a pan place on 611 and I mean all of them, at least 8 cars, all Staties.
Not in this case, they normally do that when they park at the entrance to the zone and just sit there.
As for the construction zones on rt 209/33... they are insanely stupid and I'm sure have contributed to numerous accidents, with the horrible paving job randomly switching to not paved, the "curve" so they could keep 2 lanes going north by the jail is just retarded...
I've been on highways doing cleanup before and yeah you can tell a difference between 55 and 45, but in reality the state does it for the increased fine potential that they can get. 10 mph really doesn't make that much of a difference
now if it went from 55 to 25 I'd say it was worker safety... at 45 its not
