I can't tell you if it's standard for Adams county, but to ease your mind. By state law they have up to 45 days. That being said, if they follow state law they aren't jerking you around.

My wife got hers last Jan. (Adams Co.) and it took about 5-6 weeks. No problems though.
Just got mine in Adams last month. Three weeks from handing in form until I received notice it was approved. By the way, they did call one of my references but not the other.

They took the entire 45 for me.

I received my LTCF approval via the mail. They didn't call me on the phone. Mine took exactly 45 business days to arrive and that didn't include the day I turned in the form. My references were in Maryland and they weren't contacted.
When you're approved, you'll return to the Sheriffs Office and Erica will have you sit for the photo. She's a very nice lady. The LTCF will be printed, and you'll be out of there in 5 minutes. Check your LTCF to make sure all of the information is correct. They misspelled my last name.
If you get time, stop at Readings Hardware, which is only a few streets west of the courthouse. They're a gun store, not a hardware store. I guess it used to be a hardware store? They're a little pricey, but it's close and worth walking through. Try not to trip over any of the boxes of ammo they have sitting all over the floor. :D
