Default Taurus Model 94 problem?

I have a friend that was showing me her Taurus Model 94 .22 w/ 2inch barrel. I looked it over. She said she has never had any problems with it (which suprises me, as she also says she doesn't clean it often). While messing with it, I noticed that the hammer will not cock back to single action. It has a full hammer spur on it, but will not cock back to single action. I asked her if it was DOA when she bought it, and she wasn't sure. Did Taurus make this gun in DOA with a full hammer spur, or is something not right with it. I would like to know, as I hate to think she is using it if it is unsafe. She uses it mostly during fox hunting to fire snakeshot at various things. Please advise.

Specs say single/double action gun.
It may be dirty or need a trip back to the factory.

All the specs I see on Gallery of Guns for this model is Double Action.....
