where is the best/cheap place to buy a mossberg 500 shotgun in philadelphia

You can try Locks or Delias.
I purchased mine at Britts a few years back....they were on sale so I couldnt pass it up!

Delias. They actually told me about the Maverick 88 when I was looking for a 500. Saved me $100. Can't argue with a shop that actually offers you cheaper options you didn't know existed

I think I saw them for $400-450 last time I looked? Don't quote me on that.
