No. I checked that angle through the Office of Special Counsel (the last word on Hatch Act issues.) The prohibition isn't even necessarily on the position that is sought after. The prohibition is on the partisan election (defined as one or more participants representing a political party.)
I can run for office in nonpartisan elections (e.g., I'm president of my Property Owner's Association, or scouts or clubs, etc.)
I never actually considered school board to be "political office" since, as you say, most folks cross file anyway.
