I can not source this as I have not looked for the ordinance, but I have been told multiple times that carrying and blade in Philadelphia is not legal unles you are actively using it during your job during work hours. My additional unsourced understanding is that such a violation is a fine and/or confiscation.

With that said I carry a flip knife in my pocket daily and the only time has a police officer ever said anything:

[Officer arresting guy for other offense on the subway across from me who had a knife in his pocket]
Officer to me: You have one too.
Me: Good eyes, What would you like me to do with it?
Officer: Put it all the way in your pocket so we don't see it.
Me: Sure thing.

It seems pretty obvious to me that the police here do not care if you have a small knife on you unless they are dealing with you for another reason.

Hopefully you'll get a more concrete answer from someone more informed about knife laws.

I really need to move the hell out of this communist town. Maybe they could outlaw my car next.... from what I hear that could be a deadly weapon too...

Philly Cop: "Hey, that's a nice 50 Cal. Desert Eagle riding on your hip."

Philly Citizen: "Thanks."

Philly Cop: "...and two spare mags... cool. Well, have a nice... wait a second... is that a miniature Swiss Army knife on your key chain?"

Philly Citizen: "Sure is."

Philly Cop: "I'm gonna have to cite you for that. Let's see some ID."

Philly Citizen: "But... I have a valid LTCF."

Philly Cop: "Not for the pistol, for the KNIFE! Those knives are dangerous weapons! They're illegal!!"

Now, class... can anyone tell me exactly what is wrong with this scene?

The Philly cop did not thoroughly beat the citizen with his baton when he saw the knife? LOL!

Anyone have handy the knife laws of PA itself? Never knew Philthy was that damn restrictive. Ive heard unreliably here and there different laws regarding both folding and fixed-blade knives, both concealed and open.

I too was wondering more about this but from a Pittsburgh standpoint. I saw an episode of cops and a guy had a knife on a necklace, with maybe a 2 1/2" blade and the cop said that it was a concealed weapon and arrested the guy.
Funny thing was I never considered a pocket/hunting knife something that I should be worried about having on me.
